Publication rule

Before a new PDF edition is released, legally or administratively dynamic facts - exam dates, thresholds, contribution rates, benefit amounts, notifications and current-affairs claims - should be rechecked. Where a matter is disputed or transitional, the note should explain that status rather than present false certainty.
